These gauges use stepper motors, which require power to reset to zero. It is completely normal for the pointer to stay in its last position when the ignition is off. Once powered on, the gauge will automatically return to the zero position.

No, the Air Fuel Ratio Gauge does not include an oxygen sensor. You will need a narrow-band oxygen sensor with an output voltage of 0–1 V, which must be purchased separately and installed in your exhaust system.
